The Green Deal Scheme is bound to become Law by the early 2012. The Green Deal Scheme that is one of the components of the Energy Bill that was first introduced to the House of Lord in August 2010. Although the bill has been passed this summer – going from the first reading to the through various committee stages , passing through the house of commons , and finally being passed by a whole house committee.
It does not however become law immediately for two main reasons: Foremost because as an act of parliament it merely contains the legislative framework that the law is anchored on. In other words this means that the bill is a mere skeleton and will have to be stuffed with flesh and breathed into life to have a shot at being operational. This function is the input of a Government department that brings us to the second point. The finer details are yet to be given by the relevant department – the Dept. of Energy and Climate Change; this department basically oversees the technical details of the deal that are put into place to make it a professional cum legal document, until then you will have to wait for the law to be commuted.
